No-Excuses November for Gifted Education Funding
The findings report for our Oregon survey and its lessons for midterm candidates
In May, Education Progress released the results of our survey of likely November 2026 Oregon voters showing strong, bipartisan support for dedicated talented and gifted (TAG) education funding. Today, with the November 3rd midterms less than three months out, the candidates asking voters to trust them with the education budget owe them a clear answer about where they stand. We’ll kindly point them in the right direction.
We’re excited to share here the full findings report for our Oregon survey. Oregon is polarized on many things, but on advanced education it’s largely agreed and far from alone. In blue states, red states, and purple states, voters nationwide all want greater investment in our most promising students, and a position this popular deserves attention to match.
The whole report is worth a read, but if you’re short on time, below are a few takeaways you can’t miss. Even if you aren’t an Oregonian, you probably have elections of your own.
1. The right way to frame funding
Our split-sample survey described the same total two ways: half of respondents considered a proposal to dedicate “1% of Oregon’s K–12 education budget” to TAG programs, and the other half were told it would dedicate “$120 million.”
Under the percentage framing, initial support earned 66%, a solid two-thirds majority. Under the lump-sum framing, it was eleven points lower — still a majority, but smaller, at 55%. A gap held at every stage: after arguments in favor (69% vs. 62%) and after arguments against (63% vs. 54%).
Most Americans consistently and dramatically underestimate what public schools spend. “1% of the budget” sounds (appropriately!) modest, especially next to the 6.7% of students who need TAG services in Oregon. “$120 million,” on the other hand, can sound enormous unless paired with a headline like “Lawmakers approve record $11.4 billion for Oregon schools.”
For advocates, the practical lesson here is to lead with proportionality. Keep the total budget figure on hand in case opponents reach for the lump sum.
2. The most cited objection isn’t to gifted education at all
When ‘No’ voters explained their opposition in their own words, the plurality objection (26%) was that the money would be wasted, mismanaged, or lost to fraud. As one respondent put it, “If we had competent leaders, I might feel differently.”
This suspicion isn't specific to funding for talented and gifted education; it applies to every line item in the education budget. And if these voters hear the case for cost-effective, evidence-based, and transparently accountable TAG programs and services, this suspicion can be defused. Objections that stem from persistent myths about talented and gifted children — such as that they “will do just fine” without the tailored instructional support they need — come from a smaller minority of respondents. Yet while these myths remain tough to uproot, they also have decades of research against them, and their most recent expressions are no more convincing.
3. Voters reject detracking by more than five to one
The sharpest mismatch between public opinion and current education discourse might be that 83% of Oregon voters — 61% strongly so — disagree that schools should eliminate academically advanced classes and group all students together. Across every party, at least 82% disagree, including at least 54% who disagree strongly.
Whatever traction the detracking movement has in education schools and district offices, it has virtually none with the Oregon electorate. Nor should it with policymakers either.
Why it matters now
We’re grateful to the NAGC, the Davidson Institute, the ADVANCE Substack and others for circulating the results of our survey in their newsletters. The respondents in this survey belong to the same electorate that Oregon candidates for office are preparing to face in twelve weeks. Twice in recent sessions, dedicated TAG funding bills have died in committee, out of public sight. Whatever lawmakers thought they knew about the politics of those bills, our survey findings show that voter sentiment isn’t the obstacle. Majorities of Democrats, Independents, and Republicans all support dedicated funding for advanced education. Now it’s time for the campaigning, would-be policymakers to listen.

You don't give more money to people who have mismanaged and abused their access to the public purse for more than fifty years. They'll always waste it and come back and ask for more. This IS the history of public education funding. Whatever they have is never enough to do all the "good" they claim they will do. And they almost never end up doing that "good".
